Rey Javier

Rey Javier dedicated his career to social service in the San Francisco Bay Area for over two decades, serving its most vulnerable and underserved communities. Rey currently serves as a Real Estate Coordinator for a local nonprofit in San Francisco, where he oversees rapid rehousing programs, hiring, training and staff development that serve unhoused families and families at risk of homelessness. He serves as the agency liaison to community housing providers, private landlords, and property management firms. An immigrant from Manila, Philippines who came to the U.S. in the early 1990s, Rey has focused the latter part of his career to local government and nonprofit community service. He previously served as a Program Officer for the City and County of San Francisco’s Mayor’s Office of Housing and Community Development, responsible for program operations and implementation of Inclusionary Housing policies. Rey also served as Program Manager for Consumer Credit Counseling Service of San Francisco, overseeing rental and homeownership housing education, and has been involved with numerous nonprofits serving the Bay Area and Northern California. His experience includes managing homelessness prevention efforts and administration of subsidized affordable housing portfolios, CoC, HUD Housing, CalOES, HUD-VASH, CalWORKs, MHSA and CA AB 109 programs with SHELTER, Inc. in the East Bay, Solano, and Sacramento. On a national level, Rey contributed to the Homeownership Preservation Foundation (888) 995-HOPE Hotline with CCCSSF and to Freddie Mac loss mitigation efforts during the 2006-2008 foreclosure crisis. His work with CCCSSF was recognized by American Banker Association Magazine in 2007. Rey is an advocate for housing solutions, rapid re-housing, affordable and fair housing, foreclosure and eviction prevention, and community efforts serving the Filipino-American and LGBTQ+ communities in the San Francisco Bay Area. Earlier in his career, Rey worked in the private sector as Senior Project Management Manager for Wells Fargo Bank’s Consumer Credit Division, leading print advertising, customer acquisition and retention, and integrated direct mail, telephone, and online marketing. He also held various retail management and human resources positions with Macy’s Federated Stores in Concord, Walnut Creek, San Leandro, Pleasanton, and Richmond, California. Recognition and Credentials: Rey’s community service has been recognized at the local, state, and federal level. On April 27, 2026, he was honored by the San Francisco Board of Supervisors with a Certificate of Honor for his dedication to fair and affordable housing. Rey is a recipient of the 2020 Emerging Leader Program Fellowship from Tipping Point Community, founded by Mayor Daniel Lurie. Rey is a Licensed Real Estate Salesperson by the California DRE (since 2005), a Certified Homebuyer Education Trainer by NeighborWorks America, a Certified Credit and Housing Counselor by the National Foundation for Credit Counseling, and a Certified Professional Property Manager by the International Real Estate Institute. He holds a Project Management Certificate from the American Management Association and certificates from FHA and CalHFA for Lender and Homeownership Programs Training; the National Community Reinvestment Coalition for Fair Lending; and the U.S. Department of Housing and Urban Development for Fair Housing.
